
The FY25 Berkeley Lab Commute Five Year Strategic Plan was developed to guide the partnership with the Lab community and external stakeholders to reduce single occupancy parking demand on the main LBNL campus while increasing the use of alternative commute options.
Background:
- The LBNL main campus has approximately 1800 parking spaces available for personal vehicles. However, on average approximately 200 spaces are decommissioned for construction and maintenance projects. Therefore, our average availability of personal vehicle parking spaces is approximately 1600.
- As of April 2025, the LBNL main campus averages approximately 2700 badge-ins per day, including staff and affiliates.
- As of April 2025, Lab staff work mode distribution is: 28% full-time on-site, 53% hybrid, 11% full-time telework, 8% remote.
- During monthly calendar year 2025 surveys, the LBNL main campus averaged 141 unoccupied parking spaces on peak parking demand days and hours (Wednesdays, 10am-12pm), ranging from a low of 119 to a high of 169 empty spaces. About two-thirds of available spaces were in the east canyon.
- The FY24 LBNL Commute Survey results demonstrate that the average daily commute mode for staff and affiliates coming to the main LBNL campus is: 58.2% drive alone, 4.6% carpool, 28.3% shuttle, 6.7% bike, and 2.2% walk.
Strategic Objectives
Transportation & Parking Demand Management requires six strategic objectives to address near-term parking challenges and foster long-term, sustainable alternatives for commuting in ways other than single-occupant vehicles. These are:
- Engage the Lab community on commute opportunities and challenges.
- Optimize on-site parking.
- Optimize LBNL Shuttle Services.
- Increase biking as a commute mode.
- Improve Lab community carpool participation and utilization.
- Increase use of motorcycles, scooters, and shared micromobility as a commute mode.
