Purpose: Process for notifying stakeholders of potentially abandoned bicycles and bike locks, and triaging and appropriately removing these items. Abandoned bikes are perceived/assumed to have been deserted by their owner.
Process:
- A person contacts the Security Operations Center (SOC) via email (SOC@lbl.gov) or phone (x6999) of a potentially abandoned bicycle or bicycle lock.
- The person should Include the bicycle’s physical location and a photo if feasible. If not feasible, provide a physical description of the bike.
- SOC:
- Notifies building managers near the abandoned bike of a potential abandoned bicycle.
- The SOC posts a notice on the bike stating that it will be removed and transported off-site in 30 calendar days if the owner does not address the issue. The note includes the date and time of the notice, and information on who to contact to report if it is not abandoned or if they need more information.
- The building manager notifies building occupants, with a copy of the posted notice, of a potentially abandoned bike or lock and asks that the owner address it within 30 days.
- If not abandoned, the owner notifies Security, and SOC closes out its report.
- If Security has not heard from the owner after 30 days, Security removes the bike and coordinates with Facilities Transportation to ship it to the Lab’s off-site warehouse. Note that removing the bike will likely require cutting (destroying) the lock.
- Unclaimed bikes are periodically donated to charity.
Notes:
- This procedure doesn’t apply to bikes or bike locks that violate PUB-3000 Chapter 60 Work Process G (Bicycle Use and Nonconventional Vehicles) and pose a potential safety risk. These items may be immediately removed.
- Also applicable to abandoned locks. However, abandoned locks, once removed by Security, are immediately disposed of as waste.
