In the summer of 2022, Lab management formed a Parking Policy Modernization Working Group with representatives from areas across the Lab to provide a major review of the policy for the first time in over 40 years. The working group was asked to embed the Lab’s principles of stewardship into the final policy while offering flexibility to meet the 21st-century needs of the Lab’s community. The charter stipulated that Lab parking should remain free of charge.
The working group used data from badge-in reports and counts of available parking spaces over several months, along with a Lab-wide survey and focus groups, to understand who and when drivers were coming on site by permit type and role at the Lab.
The survey and focus groups addressed two questions:
– Who can park at the Lab during regular business hours? The categories included employees, affiliates, contractors, and students/interns.
– What types of parking permits should the Lab have?
The top feedback themes that emerged were:
– Strong support for eliminating blue triangle parking
– Offering more flexibility with time-of-day options
– Access for groups with limited access, including affiliates and students.
Based on the collected data and community input, the policy changes include:
– Eliminate blue triangle permits
– Give Areas a limited number of permits for use by affiliates and student employees
– Create time-limited spaces and permits
– Create medical reserve spaces to be administered by Health Services
– Offer a few more Orange Circle permits to provide increased flexibility
